Twinbrook Quarter Turned Into a Dinner Destination in a Year. Here's How to Plan Around the Free Parking

How long does a night out at Twinbrook Quarter take? A year and a half ago, the question would have been strange. It was where the new Wegmans was. You parked underground, picked up sushi from the prepared-food counter, and drove home.

The answer now depends on which door you walk through. Wagyu hot pot at Genki comes with a 90-minute limit. At Terra Gaucha, gaucho chefs carve wood-fired meats at your table until you stop them, and ZiZa Kabob switches to full table service at 4 p.m. All of them sit above the same garage, and the way that garage is priced works well for a long evening.

The grocery store came first. The long meals followed.

Saul Centers opened Phase I of Twinbrook Quarter in October 2024. It included 452 apartments, a Wegmans, and about 25,000 square feet of small-shop space, according to the developer's project page. The development sits on the southwest corner of Rockville Pike and Halpine Road. The Wegmans at 1590 Rockville Pike opened in summer 2025, after announcing Wednesday, June 25, as its first day. Bethesda Magazine's preview described prepared-food stations for sushi, pizza, salads, sandwiches and hot bowls.

The restaurants arrived after that, and each one is built around a meal that takes time:

  • December 2025: Terra Gaucha opened at 1651 Chapman Ave. It is the Brazilian steakhouse's first Maryland location and its first in the DC region. Picanha and ribeye come to the table continuously, alongside a Gourmet Hot and Cold Table of salads, cheeses, charcuterie and Brazilian sides.
  • April 2026: Molly Tea opened at 860 Festival St, its first location in the DC area. The MoCo Show reported that the opening-day line wrapped around the block.
  • June 2026: Genki Wagyu House opened its all-you-can-eat Wagyu and hot pot concept at 870 Festival St, next to Wegmans. Bonne Nail Bar opened the same month at 1679 Chapman Ave.
  • September 2026: ZiZa Kabob soft-opened its first Montgomery County location at 1675 Chapman Ave and held its grand opening on Saturday, October 17.

Not one of these is a fast-casual counter you can get through in 20 minutes. Both the hot pot and the churrasco are all-you-can-eat by design. ZiZa co-owner Fahim Rafiq told The MoCo Show that Rockville is the restaurant's first move into full-service dining. Lunch is ordered at the counter, and full table service starts at 4 p.m. The original ZiZa is in Jessup, and the restaurant is named for the owners' children, Zidane and Zayn.

If you used to make a quick Wegmans run, you'll find most of the newer storefronts here are built for staying a while.

The garage charges by the hour, and the big jump comes at hour four

The visitor garage is at 850 Festival Street. The rates below are the ones the Twinbrook Quarter directions page currently posts.

Time parked Rate What fits in that window
0 to 2 hours Free A full Genki seating plus a walk to Wegmans
2 to 3 hours $3 Dinner at one place and drinks at Molly Tea
3 to 4 hours $4 An unhurried churrasco dinner with groceries after
4 to 8 hours $15 Usually more than one evening out needs
8 hours to all day $30 Commuter territory

The fee goes up by only a dollar or two through the third and fourth hours, then rises to $15. In practice, you can stay through a long dinner and a stop for groceries for $4 or less, as long as you leave before the four-hour mark.

The two free hours are consistent across sources. Terra Gaucha's Rockville page tells diners they get the first two hours free and that the garage entrance is on Festival Street. ZiZa's grand-opening announcement in The MoCo Show says two free hours are available seven days a week. The developer's page lists garage hours for Monday through Friday only, 6 a.m. to midnight, and doesn't post weekend hours. Check the signs at the entrance if you're coming on a Saturday. When Bethesda Magazine previewed the Wegmans in April 2025, it reported 90 minutes of free parking for Wegmans shoppers. The garage page now says two hours.

Genki fits inside the free window. Terra Gaucha might not.

These two meals fit the parking clock in very different ways.

Genki's current menu lists three all-you-can-eat tiers: Silver at $58, Gold at $78 and Diamond at $98 per person. Everyone at the table has to order the same tier, and the dining limit is 90 minutes. The broths are Sukiyaki, Shabu Dashi, Tomato, Spicy Miso, Mushroom and Tom Yum, according to The MoCo Show's first look. Because the restaurant caps the meal at 90 minutes, a Genki dinner leaves you about half an hour of free parking for the walk from the garage and a few minutes of waiting.

Terra Gaucha sets no time limit. Its Full Churrasco Experience is $65.95 at dinner, $54.95 at weekend lunch and $45.95 at weekday lunch, according to the restaurant's Rockville page as of early October 2026. With meat arriving until you flip your card and the Papaya Cream for dessert, dinner can run past two hours. If it does, the extra hour costs $3. That's a small amount next to the bill, and probably not worth rushing dessert over.

ZiZa sits between the two. At lunch you order at the counter, so a weekday meal there fits easily inside the free window. Dinner has full table service from 4 p.m., so it runs longer. The menu is Afghan family recipes: flame-grilled kabobs, stews and spiced rice. The restaurant is 100% halal.

A three-hour Thursday, priced out

Here's one way to spend a full evening on the block without going past the $3 rate. Menu prices may change, so check them before you go.

  1. Park at 850 Festival Street around 6 p.m. The first two hours are free.
  2. Have hot pot at Genki on the Silver tier, $58 per person, and finish within the 90-minute limit.
  3. Walk to Molly Tea at 860 Festival St. The Rockville online ordering menu lists premium jasmine milk tea at $6.99, and Snowy Jasmine and Pistachio Jasmine Coconut at $7.99 each.
  4. Stop at Wegmans on the way back to the car for tomorrow's lunch from the prepared-food stations.
  5. Leave before 9 p.m. Parking will cost $3 at most.

Swap Terra Gaucha in for step two and the evening likely moves into the 3-to-4-hour bracket, which is $4. The $15 rate starts once you reach four hours.

You can also take the Red Line and skip the garage entirely. Twinbrook Quarter describes itself as next to Twinbrook station. The city's Phase 2 filing puts the site less than 1,000 feet from the station entrance. Metrobus lines 5, 26 and 46 also stop here. If you come by train, the time limits that matter are the restaurants' own.

What fills the corner behind Wegmans next

The next restaurant will be on the corner of Halpine Road and Chapman Avenue, behind Wegmans. The MoCo Show reported in September that construction was picking up at Slurp Noodles. No opening date has been announced, though progress on the space suggested it could open by the end of the year. Little has been published about its menu. A restaurant with the same name is opening in the Baltimore area, owned by Jerry Chan, who opened Lanzhou Pull Noodle at Rio Lakefront in Gaithersburg. RIVA Boutique has signed for the space between Slurp Noodles and Bonne Nail Bar, but construction hadn't started as of mid-September.

The longer-term plan is on file with the city. The Phase 2 site plan application, dated August 27, 2025, proposes up to 413 more apartments and 77,500 square feet of retail and restaurant space around a central park, with a four-level underground garage. The applicant requested an eight-year implementation period. The filing sets no construction start, and it notes that the order of future phases may change. That is about three times Phase I's 25,000 square feet of small-shop space, with no date attached. For now, the block's restaurants are the ones on Chapman Avenue and Festival Street, all served by the same garage.
